dc.description.abstractThe society is formed by a group of people interacting for common objectives, they share ways of feeling and thinking that leads to certain equety of collective behavior, a situation that brings various homogeneous groups organized with similar interests allowing them to interact and live more closer, allowing them to create opportunities for mutual benefit. These groups have different ways of thinking, acting, being, so it should be regulated in accordance with the peculiarities of its locality or municipality to participate in a more democratic society. The purpose of a democratic society is to achieve a common good and not only to achieve individual property or the mix of individual property of the people who form, as the defense of democracy, enables citizens to benefit from the country development. But, in the other hand, society has the right to define what kind of democracy preferred. In our case, the real citizen participation in state affairs is the only way to overcome the great difficulties that afflict the Mexican nation. The present research work entitled: “LOS PROCESOS DE PARTICIPACIÓN CIUDADANA Y CONTROL CIUDADANO PARA LA GESTIÓN PÚBLICA DE LOS SERVICIOS PÚBLICOS EN MÉXICO ENTRE DOS ENTIDADES FEDERATIVAS” of 1959 to 2010, is developed in seven chapters. The first part outlines the research presentation focused on the guidance as an area of study and research for whose reason lies in the interest in promoting citizen participation in any form for the management of public services. Chapter I, develops the presentation of the research, problem of the subject object of study, consisting of the justification of the proposal, then the problem description, thirdly, the purpose and objectives of the investigation, and to conclude with some methodological details. Chapter II, begins the development of conceptual theoretical level of democracy, citizen participation, and service management, which developed first topic concerns to the creation of the polis, in association, a city-state, and certainly of development of the theme of democracy up to participatory democracy, followed by the study of citizen participation in each of the models listed in democratic participation, and finally, developing the theme of service management, viewed from the perspective of government referred to in the various planning tools and social participation in search of a common good. Chapter III, focuses on a general approach on " El Desarrollo de la Zona Metropolitana de la Ciudad de México, (ZMCM)", through its settlement, knowing the breakdown of the same conurbation in the “Región de Conurbación Centro del País (RCCP), la Zona Metropolitana del Valle de México (ZMVM) y la Zona Metropolitana de la Ciudad de México (ZMCM)”, describing the process of urbanization, population dynamics, and regional growth, the heterogeneity of space and the types of settlement, up to the typology of mid-level residential colony, which is what we are dealing with this study, we addressed the issue of location, shape and characteristics of neighborhoods, mid class residential and top class residential at the metropolitan area, water supply, sewerage, drainage, in the metropolitan area, the development of housing, education and health, and urban spaces define the so-called metropolitan area. Chapter IV contains the historical background of the State of Mexico, geographical, demographic and social to see the profile of its residents, their activities and their impact on the contribution to GDP, we identify some historical dates of their training and how it was ceding territory for the triumph of the Federal District Centralization why “Tlalnepantla de Baz” is divided into two zones that will eventually bring many administrative and political problems. Chapter V, we will know details of the “Municipio de Tlalnepantla de Baz”, environment, location, size, adjacencies and municipal political division with which we have a framework and territorialitation of the study area, analyze and finance regulations, late taxpayers, centers of municipal revenues and expenditures known indicators. Chapter VI, (case study) is presented to “Fraccionamiento Residencial Prado Vallejo.” His creation, physical aspects of geography, social development, land use, economic activities and public services that counts. Chapter VII (Case Study) presents the analysis and diagnosis of Prado Vallejo Subdivision from its location, background, urban equipment with which it was created, imminent violation of land use, gaps in the provision of public services, the Association offices, the creation of the Councils of Citizen Participation, his intrigues, political operatives, and the deterioration of a division that continues to pay public services with residential utilities often getting less quality than the proletarian areas. Finally, we have some conclusions and recommendations on the subject, by dimension, municipal values, and impact as a result of the investigation.es
