PROPUESTA DE POLÍTICA PÚBLICA PARA LA REGULACIÓN Y EL CONTROL DEL COMERCIO AMBULANTE EN EL DISTRITO FEDERAL

Abstract

The regulation of the trade in the thoroughfare is one of the hanging topics in the agenda of the majority of the municipalities of the country and in the delegations of the Federal District. In the present work they present some of the principal characteristics of this activity, his magnitude, his importance in the informal sector, as well as his structure of income, among others. Though the INEGI presents numbers on the magnitude of the trade in the thoroughfare to national level, one must indicate the difficulty to obtain reliable numbers to local level. There is mentioned also the problematics associated with the trade in the thoroughfare, in which the lack of contribution stands out to the exchequer and his effects on the established trade. We approach his implications in the factors of employment, social safety, affectations to third of different categories as it can be for: a) health, b) piracy, c) smuggling, among others. Let's sense beforehand in addition the situation specific that concerns the Federal District with his very special particularities that separate it what is observed in other places and that for his dimension major sandal I number of activities and complications. Basically there is studied how the peddlers who par excellence register in the black economy are a source of creation of employments and for the same thing they affect the national economy. Such an impact we analyze it qualitatively and quantitatively to establish a referential frame that could be used for valid measurements. Finally, there are approached diagnoses and proposal of Public Politic orientated to regulating and arranging the trade in the thoroughfare, as well as the principal conclusions of the investigation.
